Integrated Strategic Planning Suite
PMAT provides a comprehensive ecosystem of tools designed to monitor, diagnose, predict, and plan healthcare activity. From historical trends to future scenario modelling, select a tool below to begin.
Data Quality & Interpretation
A record of recent and historical issues associated with this dataset is available on the waiting times section of the PHS website. In addition, the following issues should be noted while interpreting the data with caution:
- Data beyond 31st March 2025 has yet to be quality assured as part of the quarterly snapshot process (last taken 16th April 2025). Subsequent data should be treated with caution.
- Not all NHS boards submit data weekly. On occasion, some NHS boards that do tend to submit weekly may reduce frequency for a short period.
Source of data:
All data presented is extracted from the live National Waiting Times data mart hosted by Public Health Scotland. The data mart is an 'operational', dynamic database where records can be continually updated. Any change to trend information in the latest update reflects the live nature of the data mart.
Archetype Creation Engine
Diagnostic & Strategy
Designed specifically to shine a light on urgent pathway performance. ACE moves beyond simple metrics to diagnose the dynamic relationship between urgent demand and urgent capacity, classifying services into 18 strategic archetypes to identify risks and prioritize interventions.
- Strategic risk stratification
- Urgent demand vs. capacity analysis
- Evidence-based intervention pathways
Access Projection Tool
Forecasting & Trajectory
An advanced forecasting dashboard designed to provide a predictive view of progress towards eliminating long waits (52-week breaches) by the end of March 2026.
- "The Bridge" strategic overview
- Detailed "Engine Room" drill-down
- Predictive forecasts based on different run-rates
Activity & Reporting Trends
Monitoring & Reporting
A comprehensive dashboard for monitoring Key Performance Indicators (KPIs). ART visualizes trends in waiting list size, patient flow dynamics, and clinical urgency profiles.
- Standardised national monitoring
- Historical vs. Current comparisons
- Detailed waiting list profiling
Activity Impact Modeller
Predictive Planning
The next evolution of the toolkit. AIM is designed to answer the critical question: "What activity is required to meet our targets?"
- Model future capacity scenarios
- Set clear timelines for target achievement
- Protect urgent clinical priorities
